Can someone please let me know if work experience is mandatory or just an added advantage to get into a good uni for Mba? If suppose the candidate has good GMAT/IELTS score, will this be considered when he/she has no work experience?

Most likely not. Any MBA program worth the investment will look for at least two years of work experience. And in fact, the average amount of work experience for admitted students at ranked MBA programs tends to be between 4 and 5 years. Some programs (Stanford's, for example) don't say they require work experience, but it's extremely rare for them to grant admission to somebody without it. (Stanford, in fact, is very consistent in that the average work experience of admitted students has been 4 years for past 4 intakes.)
Here's the average number of years of work experience for a few MBA programs, so that you have a sense of what's required:
Ohio State - Fisher: 5 years
Auburn: 3.5 years
Vanderbilt - Owen: 5 years
Mannheim: 5.5 years
Emory Goizueta: 5 years
York Schulich: 5 years
American University - Kogod: 4 years
Bradford: 6 years
HKUST: 5 years
Rotterdam: 6 years
Harvard: 4 years
